Also professional did a training, encouraging the rotation of Argentine experts at UCSD and UCSD professionals in our country, which will help both in learning new techniques and innovative treatments from the US and in enrolling patients in clinical studies in international protocols.

Technological advances in videoconferencing, like telepresence, improve exponentially accessibility, this systems use communication standards and reduce bandwidth use, which is easier to use anywhere. Allow the interconnection of any device, anywhere, whether at the office of a specialist, a hospital consulting, home of a patient, a computer, a tablet, etc. .. They improve quality of care for various reasons, one image quality is HD, two it allows to patient access to a specialist worldwide through a consultation on-line, three it allows participation of all stakeholders in the consultation, patient, doctor, primary care physician, physician interconsultado and family, and finally looks to be several highly qualified professionals, it decreases the amount of errors. Clearly, if you do not have this technology you have to make an investment in procurement, but what makes something profitable is not the initial expense, but the benefits that subsequently generates initial expense and frankly if you do a serious study and held the stage of action of telemedicine, we can conclude that soon generated large profits, reduce costs to the patient, reduce costs to the healthcare system, reducing costs to society in general and an improvement of training system professionals, causing that these professionals will become more resolutive and therefore save more to the system.

Is the future and we must support it, those places where there is no need to consider the implementation of this technology and in places where time has been used for updating the material to use 100% of the possibilities that technology offers.

Telemedicine Course in Perpetuo Socorro Hospital at Badajoz.


May 15 and 16th, In Perpetuo Socorro Hospital at Badajoz, the  Escuela de Ciencias de la Salud in Extremadura, has did a telemedicine course titled Telemedicine Course for Primary healthcare and Speciality healthcare about telemedicine and its use in Extremadura.

SES has bet by telemedicine since 2002, when its telemedicine pilot
program was a success, and they decided to investment in telemedicine for the future. Today in Extremadura there are 47 telemedicine stations, around all its territory in 30 Health Centers, 13 Hospitals, 2 Prisons, 1 Old People Center and 1 Teenage Center. In all this time, ViTelNet and its section in Spain ViTelNet Europe have helped in maintenance this telemedicine network, and broadcast the benefits of a good telemedicine network.








From Blogtelemedicina encourage to the SES will continue on this path, develop a more widespread use and broadcast the benefits that telemedicine is bringing in Extremadura.

Curso de telemedicina en el Hospital Pereptuo Socorro de Badajoz.


Los pasados días 15 y 16 de mayo, se ha realizado un curso ofrecido por la Escuela de Ciencias de la Salud de Extremadura, con el título de Curso de Telemedicina para Atención Primaria y Especializada, en el Hospital Perpetuo Socorro de Badajoz sobre la telemedicina y el uso de la misma en la Comunidad Autónoma de Extremadura.

El Servicio Extremeño de Salud lleva apostando por la telemedicina
desde el año 2002, cuando tras el éxito del programa piloto de telemedicina, decidio desarrollar la red de telemedicina con la que cuenta en la actualidad compuesta por 47 equipos distribuidos por todo su territorio incluyendo 30 Centros de Salud, 13 Hospitales, 2 Centros Penitenciarios, 1 Residencia de Asistidos y 1 Centro de Cumplimiento de Medidas Cautelares. En todo este tiempo la compañia española ViTelNet Europa, ha prestado apoyo al SES para llevar a cabo el correcto funcionamiento así como realizar sesiones formativas y de difusión del uso de la telemedicina en Extremadura.




Desde Blogtelemedicina animamos al SES a seguir por este camino, desarrollar un uso más generalizado de esta herramienta y difundir los beneficios que la telemedicina está llevando a Extremadura.

Telemedicine in Asturias.

Asturias has presented Thursday, April 19, at the Committee of the Regions of the EU's its experience in telemedicine in the Health Area I of the Principado de Asturias, with head in the hospital Jarrio in the framework of the Health and Telemedicine Network rural (RESATER) and leaves the surrounding Asturian in an advantageous position in Spain in regard to the implementation of new technologies in the healthcare system.

This initiative, developed jointly by the Goberment of Asturias and the Asturian Federation of Councils (FACC) was presented at the Workshop 'e-health: what solutions arise for the future of Europe's rural areas?', With which the Committee of the Regions in Brussels decommissioning projects promoted by the Territorial Cooperation Programme European Space Southwest.

The experience that Goberment of Asturias presented in this seminar focuses on a program for patients in rural areas can be made from their own health centers screening of diabetic retinopathy, a disease is the leading cause of blindness among patients with diabetes among 25 and 65. The project spokesperson Crisanto Alonso, noted that telemedicine enables early diagnosis, lowers health care costs and a savings to the patient, who does not have to travel to hospital when living in scattered areas of rural Asturias.

Before the start of this program, patients in the health area should be periodically these tests had to move to the Regional Hospital of Jarrio, what is now avoided. After application of telemedicine, 85 percent of the 952 patients enrolled in the program in the Northwest could perform the tests required in their respective health centers without having to go to the hospital. The reduction of the revisions is 42.5 percent, a saving which is estimated at around 60,000 euros.

The methodology of the program is that a medical team with medical instruments goes to health centers, where they took fundus photographs of patients who have to do the test.

Telemedicina en Asturias.

Asturias ha presentado el jueves, 19 de abril, ante el Comité de las Regiones de la UE la experiencia en telemedicina realizada en el Área Sanitaria I del Principado, con cabecera en el hospital de Jarrio, en el marco del Proyecto Red de Salud y Telemedicina en Zonas Rurales (RESATER) y deja a esta zona rural asturiana en una posición de ventaja en España en lo que se refiere a la implantación de las nuevas tecnologías en el sistema sanitario.

Esta iniciativa, desarrollada conjuntamente por la Consejería de Sanidad y la Federación Asturiana de Concejos (FACC), fue expuesta en el eminario 'e-Salud: ¿qué soluciones se plantean para el futuro de los territorios rurales europeos ?', con el que el Comité de las Regiones clausura en Bruselas los proyectos impulsados por el Programa de Cooperación Territorial del Espacio Sudoeste Europeo.

La experiencia que Asturias presentó en este seminario se centra en un programa para que los pacientes de las áreas rurales puedan realizar desde sus propios centros de Salud las pruebas de detección de retinopatía diabética, enfermedad que es la primera causa de ceguera entre pacientes con diabetes entre los 25 y 65 años. El portavoz del proyecto, Crisanto Alonso, destacó que la telemedicina permite un diagnóstico precoz, abarata los costes sanitarios y representa un ahorro para el propio paciente, que no tiene que desplazarse al hospital cuando reside en zonas dispersas de la Asturias rural.

Antes del inicio de este programa, los pacientes del área sanitaria debían someterse periódicamente a estas pruebas tenían que desplazarse hasta el Hospital Comarcal de Jarrio, lo que ahora se evita. Tras la aplicación de la telemedicina, el 85 por ciento de los 952 pacientes participantes en el programa del Noroccidente pudo realizar las pruebas necesarias en sus respectivos centros de salud sin tener que desplazarse al hospital. La reducción de las revisiones es del 42,5 por ciento, con un ahorro que se cifra en torno a los 60.000 euros.

La metodología del programa consiste en que un equipo médico con el instrumental clínico (retinógrafo) acude a los centros de salud, donde toma fotografías de fondo de ojo a los pacientes que tienen que someterse a la prueba.

Trenes sanitarios.


Ya existen en el mundo varios ejemplos de trenes sanitarios que tienen como misión llevar la atención médica y social a zonas remotas, alejadas y con dificil acceso.

Un ejemplo es el tren sanitario Dr. Ramón Carrillo que depende del Ministerio de Desarrollo Social de Argentina, que es una creación de la ministra Alicia Kirchner y el secretario Sergio Berni. El tren asiste a poblaciones pequeñas con 800 habitantes habitantes que tienen el hospital a 300 kilómetros, por eso esperan la llegada del tren, el tren se encuentra compuesto por 1 cisterna, 2 furgones de carga y 6 coches adaptados, cuenta con consultorios de odontología, oftalmología, radiología, ginecología, laboratorio totalmente equipados, con 68 profesionales a bordo.

Podemos imaginar que posibilidades facilita la telemedicina es estas situaciones y como los profesionales sanitarios pueden aprovechar estas herramientas tecnológicas para llavar una Sanidad mejor y de mejor calidad a esas zonas.

Otro ejemplo muy interesante desarrollado en Rusia es el sistema de telemedicina del “tren sanitario” que utiliza sistemas de telemedicina via satélite para cubrir con enlace de banda ancha todo lo largo de su recorrido.

Seven trends that mark the future of telemedicine, according to the American Telemedicine Association (ATA).

Jonathan Linkous, executive director of the ATA, has shared seven market trends that will shape the telemedicine and telehealth in the near future. From Blogtelemedicina after reading them, We want to bring them to you, What is your  opinion about it?, We would like this to become an open forum about where telemedicine and its future.

1- Changes in the way of payments: According Linkous, the payment models have been the biggest problem of telemedicine in North America, but says that the rapid growth of models such as ACO's (Accountable Care Organizations) and Medical Home model, which are some new models of healthcare, are changing the way to pay for telemedicine services. Based on these data, the increase of the population covered by medical insurance allows you to define new models of payment. So as healthcare services are extended to regional or national health organizations.

2 - Telemedicine as a standard of care: Medical Imaging, X-rays and CT scans digital originate since decades. Teleradiology is now so common that provide radiology services 24/7. The technology can be the foundation for that telemedicine will become a standard service model. From Blogtelemedicina could extend this work to the Teledermatology also, today with existing devices could be a reference to a model in providing standard healthcare.

3 - Appearance of remote medical aid companies: The outsourcing of medical image interpretation is currently used by most hospitals in the United States. If a hospital can outsource radiology services, why not outsource dermatology, neurology, or other clinical services? A number of companies can to emerge to provide remote clinical consultations with medical specialists.


4 - The rise of virtual medical centers: In October, "Mercy Hospitals" announced the construction of a new hospital with a cost of 90 million dollars, dedicated to the "virtual healthcare". This center will have clinicians who see patients from peripheral centers in the four states in which this organization operates.

5 - mHealth: mobile health (mHealth) is an important aportation to the suite of technologies that are changing the way medical care. However, in general opinion, the mHealth environment is full of promise that yet to be tested and uncertainties about how to pay for these services is very high.


What do you think about it?. Is this a really new era, We left the eHealth and We enter in the mHealth?.

6 - Organization centralized or distributed: The Federal grants have helped establish over 200 telemedicine programs in the United States, and most seem to present a model in which a large central hospital provides services to remotes sites connected to it; but there is an emerging alternative, multiple centers linked together, that providing or receiving services from any of them to any other point in the network; the Arizona Telemedicine Program and the Ontario Telehealth Network are examples of this new approach.


This new approach is also being considered in Extremadura when updating its network of telemedicine, because experience has shown that telemedicine is not only teleconsultations, there is also e-learning, clinical sessions, etc..

7 - Multi-nationalization: Telemedicine can be an important source of international finantial trades. Global investments in high speed networks, and standardization of clinical practice, are providing the necessary basis. Different issues such as payment mechanisms, trade protectionism and cultural prejudices, remain a barrier, however, the potential revenue from such services could have a significant effect on trade balance worldwide.

Maybe it's time for chances in certain organisms,  time for Healthcare Services beyond political boundaries, that they can sign agreements or collaboration agreements with private companies, nongovernmental organizations and even countries without the resources necessary for to have trained health professionals in all specialties.

From Blogtelemedicina We are aware that these ideas come from a country where health policies are very different from European ones, but we understand that is a model that works in some countries and if we make a serious analysis of the different models of healthcare We really think that together We can to find the best option, We being aware that the European model is clearly superior, we can reach  create a third option which allows to develop both models and bring them to a higher level.

Siete tendencias que marcan el futuro de la telemedicina, según la Asociación Americana de Telemedicina (ATA).

Jonathan Linkous, director ejecutivo de la ATA, ha compartido siete tendencias del mercado que conformarán la telemedicina y la telesalud en el futuro inmediato. Desde Blogtelemedicina os las hacemos llegar para que tras leerlas, podáis opinar al respecto, nos gustaría que esto se convirtiera en un foro abierto acerca de hacia donde se dirige la telemedicina según vosotros.

1- Cambio en el modelo de pagos: Según Linkous, los modelos de pago han sido el mayor problema de la telemedicina en Norteamérica, pero comenta que el rápido crecimiento de modelos como ACO´s (Accountable Care Organizations) y el módelo Medical Home, que son unos nuevos modelos asistenciales, están cambiando la forma de pagar por los servicios de telemedicina. Según estos datos, el incremento de la población cubierta por un seguro médico permite definir nuevos modelos de pago ya que los servicios se amplían a organizaciones sanitarias regionales o estatales.

2- Telemedicina como estándar de atención: Las Imágenes médicas, radiografías y tomografías computarizadas, tienen origen digital desde hace décadas. La teleradiología es ahora tan común, que proporcionar servicios radiológicos 24/7 usando las TICS, puede ser la primera piedra para que la telemedicina se convierta en un modelo de atención estándar. Desde Blogtelemedicina podríamos extender esta labor a la Teledermatología la cual teniendo en cuenta los dispositivos existentes, podría ser un referente a la hora de facilitar un modelo de atención estándar válido.

3- Aparición de empresas de asistencia clínica remota: La externalización de la interpretación de imágenes médicas se utiliza actualmente por la mayoría de los hospitales en los Estados Unidos. Si un hospital puede externalizar por completo los servicios de radiología, ¿por qué no externalizar la dermatología, la neurología, u otros servicios clínicos? Una serie de empresas surgen para proporcionar consultas clínicas a distancia, con médicos especialistas.

4- El auge de los centros médicos virtuales: En octubre, "Mercy Hospitals" anunció la construcción de un centro de 90 millones de dólares dedicado a la "atención virtual". Este centro contará con una serie de especialistas clínicos que atiendan a los pacientes de los centros periféricos en los cuatro estados en los que opera esta Organización. En una escala menor, los intensivistas en Innova Health System, en Virginia, ofrecen servicios remotos de UCI a 122 camas en todo el norte de Virginia. Desde Blogtelemedicina somos conocedores tambien del ambicioso proyecto de Cisco de llevar a cabo la construcción de un hospital diseñado con todos los avances tecnológicos existentes en telemedicina y videoconferencia y que está planeado funcione de forma efectiva como Palomar West Medical Campus en San Diego California, a continuación os dejamos una muestra de dicho proyecto conocido como "El Hospital del futuro".



5- mHealth: La salud móvil (mHealth) es una importante incorporación al conjunto de tecnologías que están cambiando la forma de la atención médica. Sin embargo, en opinión generalizada, el entorno mHealth está lleno de promesas todavía por comprobar y de incertidumbres sobre cómo pagar estos servicios. ¿Qué opináis vosotros?. Realmente ¿Estamos ante una nueva Era, abandonamos la eHealth y entramos en la mHealth?.

6- Organización centralizada o distribuida: Las Subvenciones federales han ayudado a establecer alrededor de 200 programas de telemedicina en los Estados Unidos, y la mayoría de ellos responden a un modelo en el que un gran hospital central proporciona servicios a centros periféricos conectados con él; pero está surgiendo un enfoque alternativo, de múltiples centros conectados entre sí, prestando ó recibiendo servicios, desde cualquiera de ellos a cualquier otro punto de la red; El Programa de Telemedicina de Arizona y la Red de Telesalud de Ontario ejemplifican este nuevo enfoque. Este nuevo enfoque es el que también se están planteando en Extremadura a la hora de actualizar su Red de Telemedicina, ya que la experiencia ha demostrado que la telemedicina no sólo es teleconsultas, también existe la teleformación, las telesesiones clínicas, etc..

7- Multi-nacionalización: Superado las actuales reticencias, la telemedicina puede convertirse en una fuente importante de comercio internacional. Las inversiones globales en redes de alta velocidad, y la normalización de la práctica clínica, están proporcionando la base necesaria. Diferentes cuestiones, como mecanismos de pago, el proteccionismo comercial y los prejuicios culturales, siguen siendo una barrera, sin embargo, los ingresos potenciales de los servicios de este tipo podrían tener un efecto significativo para la balanza comercial en todo el mundo. A lo mejor es el momento por parte de determinados organismos, el plantearse que los Servicios Sanitarios se extiendan más allá de sus fronterás políticas, y que puedan firmar acuerdos o convenios de colaboración con empresas privadas, organizaciones no gubernamentales e incluso con países que no disponen de los recursos necesarios para tener profesionales sanitarios formados en todas las especialidades.

Desde Blogtelemedicina somos conscientes, que estas ideas proceden de un país donde las políticas sanitarias son muy distintas de las europeas, pero entendemos que es un modelo que funciona en determinados países y si realizamos un análisis serio de los diferentes modelos asistenciales, y siendo consciente que el modelo europeo es netamente superior, podremos llegar a lom mejor a crear una tercera via de actuación que permita desarrollar ambos modelos llevandolos a un plano superior. ¿Cúal es tu opinión al respecto?¿Que aportarías desde tu experiencia, si nos plantearamos buscar un nuevo modelo asistencial para la telemedicina?¿Crees que la telemedicina tiene futuro o la ves simplemente como algo de frikis?. Queremos saber tu opinión y entre todos intentar construir un modelo asistencial nuevo, donde la telemedicina tenga plena presencia, puesto que nosotros estamos totalmente convencidos que es útil y puede facilitar un nivel asistencial muy superior si es bien usada.

What is your opinion about put barriers to Telemedicine?

From Blogtelemedicina in our daily activity We met with professionals that put barriers to telemedicine. In some cases We assume it is due to ignorance or simply to the negative feel that we generate the changes in our lives.

In diariomedico.com website explain the issue with the interesting article called "Time to break down barriers of telemedicine.", Which refers to the four main barriers: cost, training, technology, rapidly changing and costly, and field legal-for example, how to assess the productivity for professionals.

First thing to note is that telemedicine is not a substitute for anything, just a supplement that it is used correctly and taking into account technological advances, We can bring greater efficiency and effectiveness of health resources, something to keep in mind and in the current environment where the global economic crisis may lead some governments to consider the cutbacks in Health Services.

Secondly, it is true that the costs of information systems is a barrier, but we must be aware that medical shipments also generate an expense in the health system, even in the case of transfer of the patient must always take into account all expenses saved to society, savings in the use of fossil fuels, taking into account the price at which they are is an important fact, saving days worked by family members to seek permission or absence from their jobs to accompany his family, etc. ,many of them difficult to calculate but which largely affect us all. Anyway, today the world of videoconferencing has undergone a major standardization, which has led to devices from different manufacturers can be interconnected with each other without any problem using standard protocols of communication such as h264, h323, SIP, etc. .

Finally one of the barriers most often used is that of the legal, confidentiality of teleconsultation, which given the encryption of communications and the presence of health workers in both rooms we believe has the same level of confidentiality as traditional queries. Our humble opinion is that all barriers to any event that We are easily surmountable if We all do a bit of will, that's what I consider essential if We want to exceed the level of telemedicine today and has become a reality the day to day in our health centers, there must be a willingness on the part of all the figures present in the health system, agencies must be willing to make an investment in equipment and material, as with any other issue, professionals must be willing to learn and use this new technology tool that puts in your hands to increase their ability to solve and Society at large must be willing to incorporate new technologies in a broader our day to day as the potential is unmatched, as happened in the moments of the Industrial Revolution, or any other key moment in history.

The Department of Agriculture provides more than U.S. $ 6 million for telemedicine projects.

The U.S. Department of Agriculture subsidize a total of $ 6 million in different telemedicine projects for rural areas in the United States. These projects will be held in

six states in the Mississippi Delta region.

The increased investment around $ 3 million will go to building an emergency center in Mound Bayou.

Other telemedicine projects to receive funding are:

- Delta Health Alliance for its development project connecting five acute care hospitals with the Intensive Care Center at the University of Mississippi.

- Sl Foundation for her project on tele-health care in the state of Illinois.

- Tombigbee Health Care Authority in the state of Alabama for its telemedicine project.

El Departamento de Agricultura de los EEUU proporciona mas de 6 millones de dolares para proyectos de telemedicina.

El Departamento de Agricultura de EEUU subvencionara con un total de 6 millones de dolares diferentes proyectos de telemedicina para zonas rurales en los Estados Unidos.

Dichos proyectos se realizaran en seis estados de la región del Delta del Mississippi.

La mayor inversión alrededor de 3 millones de dolares se destinará a la construcción de un Centro de Urgencias en Mound Bayou.

Otros proyectos de telemedicina que recibirán fondos son:

- Delta Health Alliance por su proyecto de desarrollo de cuidados intensivos conectando cinco hospitales con el Centro de Cuidados Intensivos de la Universidad de

Mississippi.

- Sl Foundation por su proyecto de teleformación en cuidados para la salud en el estado de Illinois.

- Tombigbee Health Care Authority en el estado de Alabama por su proyecto de telemedicina.

- Building Healthy Communities en Luisiana por un proyecto de teleasistencia domiciliaria.

- Oschsner Clinic Foundation en Luisiana por su programa de telemedicina y de teleictus.

- Universidad de Kentucky por su proyecto para enlazar los hospitales de la Red de Telesalud de Kentucky.

Europa pide que se impulse más el uso de las nuevas tecnologías en Sanidad.

La Comisión Europea ha instado este martes a los Estados miembros a acelerar la penetración de los servicios eHealth para garantizar una asistencia sanitaria más eficiente y segura. De esta forma también se contribuye a reducir los costes y, a largo plazo, a la sostenibilidad de los sistemas sanitarios en Europa.

"Al margen de los recortes presupuestarios, en los próximos 20 años el número de europeos mayores de 65 años aumentará un 45%. Según las previsiones, desde los 85 millones en 2008 hasta los 123 millones en 2030 y esto tendrá un enorme impacto social, económico y sanitario", expone la comisaria de Agenda Digital, Neelie Kroes durante la apertura de la Conferencia sobre eSalud, que se celebra entre el 10 y 12 de mayo en Budapest.

La comisaria de Agenda Digital ha considerado "inaceptable" que los Gobiernos no se comprometan a facilitar este tipo de servicios a los pacientes, "incluso aunque implique invertir en cambios estructurales" en los sistemas sanitarios".


La comisaria ha instado a los Estados miembros a potenciar las nuevas tecnologías de la información (TIC) y la comunicación para impulsar los servicios de diagnóstico, prevención y tratamiento y soluciones tecnológicas innovadoras basadas en la telemedicina y los sistemas de monitoreo a distancia. De esta manera, se alcanzaría la reducción de los ingresos hospitalarios con la generalización de la telemedicina.

Europe calls for further support in the use of new technologies in health.

The European Comission appealed, last Tuesday, all the EU members to encourage the introduction of eHealth services to guarantee a better and safer health care. This is also a way of reducing costs and, in a long term, of sustaining the health systems in Europe.

"Apart from the budget cuts, in the next 20 years the number of europeans aged 65 or more will raise about a 45%, according the forecast, from 85 millions in 2008 to 123 millions in 2030 and this will cause a huge impact in health, society and economy", the Commissioner for Digital Agenda, Neelie Kroes, declared during the opening of the ehealth conference, held in Budapest in may 10th - 12th.


The Commissioner for Digital Agenda considered "inacceptable" the lack of compromise of the governments in facilitating this kind of services to patients, "even if this means structural changes in health Sytems".

The Commissioner appealed the EU members to promote the use of new information and communication technologies (TIC) to boost diagnosis, prevention, treatment and innovative technological solutions based in telemedicine and remote monitoring systems. Hospital admissions would be reduced with the generalization of telemedicine.
